Q: Why submit a new quote request for 'Edit Quote' or the 'Quote Confirmation mode'?

This is actually a safety feature of Cart2Quote. When the customer wants to 'edit' the quote, the current proposal is not accepted by the customer or else the customer woukd accept the proposal and go to the checkout.
Let's say a quote request is submitted by the customer for 10.000 pair of shoes. As store owner you give the customer a fair deal and send a proposal with a very good custom price per pair, based on the huge order quantity.
The customer now edits the quote and changes the qty of 10.000 pair of shoes to 1 pair of shoes. The proposal price per pair will remain.
That would be a very good deal for the customer. That's the reason that a customer needs to submit a new quote request when the quotes needs to be edited. It's also the reason for the 'Quoteconfirmation mode' during checkout. The quote proposal cannot be modified by the customer without notice of the salesrep or store owner.
